Millions of Nepalis live, work and study abroad — and remain Nepali at heart. The moment they take up another country's citizenship, they lose Nepal's. We call for people of Nepali birth and descent to keep their Nepali citizenship when they acquire a foreign one.
What the law says today
- Nepal prohibits dual nationality outright. Under Section 10 of the Nepal Citizenship Act 2006, a citizen who acquires foreign nationality immediately ceases to be a citizen of Nepal.
- Article 14 of the Constitution of Nepal 2015 allows non-resident Nepali citizenship for former Nepalis (and their descendants) who hold citizenship of a non-SAARC country — but it grants only economic, social and cultural rights, not political rights.
- The Citizenship Act amendment that put this into practice passed Parliament in July 2022 and was authenticated in May 2023.
Why dual citizenship
- Identity: citizenship is belonging, not just paperwork. Living abroad does not make anyone less Nepali.
- Economy: per the World Bank, remittances are roughly a quarter of Nepal's GDP (about 26%). The investment, skills and networks of Nepalis abroad are national assets.
- Family and property: losing citizenship creates needless barriers around inheritance, the right to return, and legal ties to family.
- Brain gain: keeping citizenship makes it easier for doctors, engineers, teachers and entrepreneurs trained abroad to return or contribute from abroad.
Our demands
- Amend the Constitution and the Citizenship Act so that a person of Nepali birth or descent does not automatically lose Nepali citizenship on acquiring a foreign one.
- Until then, make non-resident Nepali citizenship simple, online and fast.
- Pass a clear law giving dual citizens the fullest possible rights, with only the limits genuinely needed for national security and high public office.

अहिलेको कानुन के भन्छ?
- नेपालमा दोहोरो नागरिकता पूर्ण रूपमा निषेधित छ। नेपाल नागरिकता ऐन, २०६३ को दफा १० अनुसार विदेशी नागरिकता लिने नेपाली नागरिकको नेपाली नागरिकता स्वतः समाप्त हुन्छ।
- नेपालको संविधान, २०७२ को धारा १४ ले सार्क बाहिरका देशको नागरिकता लिएका पूर्व-नेपाली वा तिनका सन्ततिलाई गैरआवासीय नेपाली नागरिकता दिने व्यवस्था गरेको छ — तर यसले आर्थिक, सामाजिक र सांस्कृतिक अधिकार मात्र दिन्छ, राजनीतिक अधिकार दिँदैन।
- यसलाई लागू गर्ने नागरिकता ऐन संशोधन संसद्बाट २०७९ (जुलाई २०२२) मा पारित भई २०८० (मे २०२३) मा प्रमाणीकरण भयो।
किन दोहोरो नागरिकता?
- पहिचान: नागरिकता कागज मात्र होइन, पहिचान हो। विदेशमा बस्दैमा कोही कम नेपाली हुँदैन।
- अर्थतन्त्र: विश्व बैंकका अनुसार विदेशबाट आउने रेमिट्यान्स नेपालको कुल गार्हस्थ्य उत्पादनको करिब एक चौथाइ (करिब २६ प्रतिशत) छ। विदेशमा रहेका नेपालीको लगानी, सीप र सम्पर्क देशकै पुँजी हो।
- परिवार र सम्पत्ति: नागरिकता गुमाउँदा पैतृक सम्पत्ति, घर फर्कने अधिकार र परिवारसँगको कानुनी सम्बन्धमा अनावश्यक झन्झट आउँछ।
- सीप फिर्ता: नागरिकता कायम रहँदा विदेशमा सिकेका डाक्टर, इन्जिनियर, शिक्षक र उद्यमी स्वदेश फर्कन वा स्वदेशमा योगदान गर्न सजिलो हुन्छ।
